No. Core tools stay free. The design only uses $ZKOS for higher limits and large traces.

No. Priority allocation would undermine fair launches, so it is excluded.

Can governance change my launch or my balance?#

No. Governance can only change bounded parameters with a timelock. It cannot touch balances or locked manifests.
